Why independence matters when commissioning a fire strategy

An independent fire strategy consultant has no financial relationship with the contractors, installers, or product manufacturers whose work the fire strategy specifies or influences. This matters because a fire strategy that recommends a particular suppression system, detection system, or structural fire protection solution should be based entirely on what the building requires — not on any commercial relationship between the consultant and a supplier. In the fire safety industry, it is not unusual for fire strategy reports to be produced by consultants who are affiliated with, or employed by, organisations that also supply and install fire safety systems. The independence of the consultant is therefore a legitimate question for any client to ask.

Independence also matters from a regulatory perspective. Building control bodies, planning authorities, and the Building Safety Regulator are increasingly attentive to the qualifications and independence of the fire engineer who produced the fire strategy. For higher-risk building submissions to the Building Safety Regulator, the fire strategy must be produced by a suitably qualified individual, and the practice must carry adequate professional indemnity insurance. An independent chartered practice with IFE membership and up to £5M PI cover provides the clearest evidence that the fire strategy has been produced by a qualified, unaffiliated professional whose only obligation is to produce a technically correct report.
